Well, You would obviously provide that access, example: some cars are now able to be permanently Internet connected with just a SIM inserted into a slot on the dash. For older cars, you'd provide something like a portable hotspot and permanently install it somewhere in the car (charge/power it from the car battery, etc).

In addition to that, an increasing number of cities are providing free wifi across town. Assuming they all will use the same SSID, there's no reason why your car couldn't constantly be connected going forward.
